Development of
Partnership Proposal
Before a candidate partner proposal becomes a partnership as such, certain mandatory steps and preconditions must be followed, in order to comply with the partnership criteria and align with the overall EU political ambition. Therefore, the first objective of WP2 is to establish a consolidated research and innovation framework that supports collaboration between the EU, Member States, Associated Countries and international initiatives on Pandemic Preparedness. The second goal of WP2 is to perform the preparatory groundwork to inform the expected future European partnerships on Pandemic preparedness.

Goals
Drafting of the partnership proposal and future governance
Common goals and their implementation are defined together with the potential candidate before a viable partnership proposal is drawn up that ensures information transparency and corresponds to the political ambitions and partnership criteria of the EU.
Monitoring and Evaluation (M&E) framework
Design a framework for the Partnership to meet the monitoring, evaluation criteria and reporting system defined by the EC, outlining common indicators for the functioning of the partnership and specific to Pandemic Preparedness as well as identifying issues and concerns related to data collection procedures.
